It was instituted by the King of Prussia Friedrich Wilhelm IV on August 23, 1851.It commemorates German army veterans who remained loyal to the Prussian Kaiser Friedrich Wilhelm during the German revolution of 1848 - 1849 and the failed attempt to unify the German states.
