This card is very unique as it was never sold anywhere. It is from Trainer Deck A also known as Brock's Deck. Trainer Deck A and Trainer Deck B were promotional decks given out to Pokemon League locations at the beginning of the first TCG season in 1999. It was intended to be used by players visiting the league to practice with. The cards all come from the Base Set, the key difference being that every card has a red border on the back, along with the words "Trainer Deck B". In addition to that, the rare Pokemon in each deck is an exclusive non-holo version of it's Base Set counterpart. The deck was distributed to only PROTOTYPE Pokemon Leagues before the TCG officially launched in North America. Even then, they were not issued to every league and was only made for a limited time. ☼
