Member of the Union of Artists of the USSR.Viktor Grigoryevich Yalansky was born in Yekaterinoslav (now Dnepropetrovsk). He graduated from the Dnepropetrovsk Art College (1940) and the Kyiv Art Institute (1955). He studied with V. I. Kasiyan, F. A. Samusev, A. S. Pashchenko, A. F. Sereda. Member of the Great Patriotic War. Lived in Kyiv. He illustrated and designed books, was engaged in monumental and decorative painting, and worked in the field of posters. He showed himself as an artist of monumental and decorative art, made thematic panels in the Dnepropetrovsk Hotel in Dnepropetrovsk (1968-1969), on the facade of a secondary school in Dnepropetrovsk (1969) and others.
