There were also several issues of foreign origin with direct Irish significance and this stamp is an example of one of them. The original stamps were prepared between 1854 - 1867 in the USA but never put into use due to the failure of the Irish Uprising of 1867. However, this is a Reprint ( Facsimile ) of the original 1860s U.S. Fenian Stamp and was reissued In USA during the 1960s to aid Republican Fundraising. They were cut from Sheets and sold individually to raise funds. This example is with gum while many are not.
