Description: Foreign bill stamps were used to denote the ad valorem duties on bills of exchange and promissory notes drawn or made outside of the United Kingdom. A bill of exchange, or foreign bill, is a negotiable instrument where one party, the drawer, instructs a second party, the drawee, to pay a third party, the payee, a specific amount of money. The payment can be made on demand or at a set date in the future. The tax rate for foreign bills was based on the value of the bill and the number of bills in the set. The 1854 Act established special rates for sets of three foreign bills, with one-third of the total rate affixed to each bill.
