The quarter was officially created in 1558 by Abdullah El-Ghalib, a Saadian sultan. The practice of ghettoizing Moroccan Jews in defined sections of Moroccan cities, called mellahs ('places of salt') originated as early as the thirteenth century. Some caids (town fathers) argued that the act of separation was a benevolent safeguard to protect the Jewish populace from persecution by their Muslim neighbors. The term mellah was said to derive from the fact that Jews were assigned the gruesome practice of draining and salting the heads of decapitated rebels before impaling them on the gates of the town. Throughout the country Jews were required to wear black clothes and black shoes or slippers. Forced to walk barefoot in front of all mosques, Moroccan Jews were also forbidden to ride on any animal or any other means of conveyance. In the royal cities of Fez.
