Macpherson, USN, commandant, Eighth Naval District, and Rear Admiral Robert E. Riera, USN, who will take over the reins of the five-state district. Congressman F. Edward Hebert, chairman of the House Armed Services Committee, will land aboard the USS Lexington by helicopter and will be the principal speaker at the ceremony. Photo measures 8 x 10.25 inches.
