They are not even listed in the Scott Catalogue. The late Sherwood Springer, a revenue stamp expert, classified them in his catalogs. Tax Paid Revenue Stamps have a history that goes back to the Civil War. They were affixed to containers of tobacco products and were divided into classes based on the tobacco's quality. Each class was taxed according to weight or quantity. Tax Paid stamps were issued for most of the next century.
